Oregon states it in one line in its prior-authorization criteria: drugs prescribed only for weight management are not currently covered. It then lists, drug by drug, the conditions that are. The document also carries an EPSDT review path for members under 21.

Tirzepatide Other indications only Moderate to severe obstructive sleep apnea in adults with obesity
Liraglutide Other indications only Non-alcoholic steatohepatitis at stage 2 or 3 fibrosis in adults 18 and over
